The Lake Havasu City Council voted to award the Jamaica Boulevard improvement project to Sunland Asphalt and Construction LLC for $2,022,475. The project covers roughly two miles of Jamaica Boulevard between Pima Lane and Saddleback Drive and is scheduled to begin in September with an anticipated completion in December 2025.
City engineers said the work will remove 1.5 inches of existing asphalt in tie‑in areas and replace it with a compacted 2.5‑inch overlay on main stretches, a process that typically requires night work, traffic control and milling operations. The engineer’s estimate for the project was $2,734,792; the city received four bids and awarded the lowest responsive bid to Sunland Asphalt.
Public Works staff explained the decision was based on pavement condition index scores, traffic volumes and the amount of visible deterioration. Bill Young, Street Maintenance superintendent, described key pavement defects counted in the PCI including raveling, block cracking, potholing and utility patching. He told council the Jamaica score was in the high 50s — a range where resurfacing is generally recommended.
Council member Cameron Moses moved to award the base bid; the motion was seconded by Council member Jim Dolan. Council member Nancy Campbell recused herself from the vote; the motion carried with six ayes and one recusal.
The project scope includes night‑time milling and repaving, associated traffic control and tie‑ins at driveways and curb returns. Staff said they attempt to coordinate major street projects with utilities and noted utilities were given an opportunity to make upgrades before construction; Public Works said it would pursue further guidance from council on moratoria for post‑resurface utility cuts.
