Clerk’s data show mixed trends: juvenile filings down, misdemeanors steady

The data presenter showed multi-year charts indicating an upward trend in overall court filings in recent years, while felony filings have generally remained near historical averages. The presenter said misdemeanors have moved slightly downward against a long-term average and that non‑traffic ordinance filings are trending downward.
Juvenile filings showed improvement in several measures: CHIPS (child in need of protection or services) orders, juvenile delinquency filings and terminations of parental rights were all reported as lower in 2024 than multi‑year averages. Juvenile civil ordinance violations, by contrast, trended upward. The presenter noted these figures reflect clerk-of-court filings and do not directly represent jail population changes.
When asked how the filing trends relate to county population growth, staff said they could prepare a comparison to population and jail statistics for a future meeting.
