The San Angelo City Council unanimously approved a resolution to set aside $1,000,000 from the North Tiers fund to help commercial and multi-family properties in RM-1 and RM-2 zoning damaged by the July 4 flood.
Aaron Vannoy, director of planning and development services, said staff identified roughly 72 individual properties in the affected area that showed water damage. The set-aside would come from the city’s existing $2.5 million North Tiers fund and create a special application window: applicants would have 90 days from adoption to apply for assistance targeted to flood-related damage.
Under the special program the Tiers board recommended, individual properties could request up to $55,000; applicants would not be required to provide the usual matching funds, though they could receive up to 10 percent (up to $5,500) upfront if they had already remediated damage and supply receipts. Vannoy said final awards would still need Tiers board recommendation and city-council approval and that funds not encumbered within 90 days would revert to the broader North Tiers fund.
Councilmembers asked about outreach; staff said they had pulled addresses, prepared letters to property owners, coordinated with Downtown San Angelo and would conduct door-to-door outreach to ensure owners learn of the opportunity. Councilmember Harry Thomas moved approval and Councilmember Tommy Hebert seconded; the motion passed 7-0.
Vannoy said the criteria remain consistent with North Tiers policies, with allowable additional conditions specific to flood recovery, and that RS zoned (single-family) properties are not eligible under this set-aside.
