The San Angelo City Council unanimously approved a $75,000 North Tiers private-incentive award for paving and site-safety work at 216 West Fifth, a downtown building being converted to a gymnasium.
Aaron Vannoy, director of planning and development services, told the council the project covers approximately 0.574 acres and that the award includes a required parking upgrade, striping to discourage parking by the railroad, ADA-accessible spaces, safety railings and asphalt paving of the site. The applicant is providing an $13,925 match — an 18.5 percent contribution — above the program’s 10 percent minimum.
Vannoy said the applicant has a long-term parking agreement with an adjacent property owner that allows them to improve and use that off-site parking area; the city has an affidavit from that property owner consenting to the improvements. The paving requirement was imposed as a condition of zoning and occupancy because the building’s use and occupancy requires the specified number of parking spaces and safety improvements.
The Tiers board recommended the award 5-0 on July 22; Councilmember Harry Thomas moved approval and Councilmember Joe Self seconded. No public comment was received.
Council discussed outreach and the broader goals of the Tiers program to return vacant buildings to productive use and add properties to the tax roll.
