The Texarkana City Council adopted an ordinance Monday that revises chapters 28, 36 and 140 of the city's code of ordinances to regulate coin-operated machines and prohibit certain gambling devices and amusement machines.
The ordinance deletes section 36-65 from Article 3, adds a new Article 4 addressing coin-operated machines, repeals the city's existing curfew-for-minors article and replaces it with a prohibition on gambling devices and certain amusement redemption machines, and adds a new zoning restriction in chapter 140 to restrict exhibition of coin-operated machines in all zoning districts. The ordinance includes standard repealer, severability and penalty clauses and contains legislative findings and effective dates.
No public speakers addressed the council during the public hearing on this item; after the hearing the council moved to adopt the ordinance and approved it unanimously by voice vote.
