The Texarkana City Council approved several zoning and specific-use permit actions Monday, moving forward a mix of rezoning and permits for single properties across multiple wards.
Council passed an ordinance rezoning a roughly 3.498-acre tract at 3133 Pleasant Grove Road from Single-Family 1 to Planned Development–Office (agent: MTG Engineers & Surveyors; owner: David Potter). Planning and zoning had recommended approval; the council's ordinance passed by voice vote.
The council also granted specific-use permits to allow HUD-code manufactured homes at two addresses that included stipulations. Planning staff Michelle (last name not provided in the record) told council the planned manufactured home must be a 2020 model year or newer, be tied down, skirted and meet other city codes and ordinances; planning and zoning unanimously approved the item and recommended council approval. The properties and owners cited in the presentation included a Lot 19, Block 6 parcel on Letter Carrier Drive (owner Alvin Battle) and Lots 1 and 2, Block 17, Grandview Addition at 3909 Alexander Avenue (owner Jonathan Hamilton). The council approved the permits by ordinance.
The council also rezoned the north half of Lots 9 through 12 and part of the alley in Block 55, Grandview Addition (1616 Iowa Street) from Single-Family 3 to Two-Family 2; the ordinance passed unanimously. Planning staff presented the items and said the future land-use map designation for some parcels varied; staff described adjacent zoning and land uses as part of the planning review.
Where public hearings were required, staff announced those hearings will be held at the council's Sept. 8 meeting; several items were acted on following staff presentations and a brief public-hearing period in the meeting.
