Neighbors successfully oppose multifamily rezoning at 1115 S. Eighth; council denies request

The Edinburg City Council on June 17 denied a rezoning request to change the property at 1115 South Eighth Avenue from a residential‑primary district to residential‑multifamily.
A group of nearby homeowners organized in opposition and at least 13 signatures were submitted to the city opposing the rezoning. Albert Guzman, who said he started the petition, told council that most neighbors are elderly and retired and asked the council to follow the Planning and Zoning Commission’s recommendation to deny the request: “I actually have additional signatures, which would occupy about 95% of the neighbors within the 300 feet that are against it.”
Planning staff had recommended denial. Speakers who live near Suniso Park raised concerns about compatibility with the surrounding single‑family neighborhood, tree canopy and informal flood‑mitigation benefits the park and adjacent yards provide. Deborah Worley told council, “I live right next to them. So it will definitely affect me. I am out and out asking you, no.”
Councilmember motioned to deny the comprehensive plan amendment and rezoning request; the motion was seconded and carried.
The denial preserves the current single‑family designation for the parcel. Residents were told the Planning and Zoning Commission recommendation and public input informed the council’s vote.
