Town staff told the council the PBID budget was adopted a few weeks ago and conforms to the Village Business Districts Management District Plan. The staff member said, “This is the assessment and levy. And, upon adoption, today, it we would submit this to the county to add to the tax roll for these properties.” Staff also confirmed the PBID program period was set for a 10-year term in a prior action approximately two years earlier.
The action taken was a consent-agenda resolution to levy the assessment (agenda item 3.1). No members of the public spoke during the meeting's public comment period. A roll-call vote recorded Council Member Bishop, Council Member Leon and Mayor Pro Tem Emmick as voting yes; Council Member Cusack and Mayor Nassif were absent.
Council Member Leon said he supported the levy, adding, “I like this. I like, everybody pitching in to pay for something.” Mayor Pro Tem Emmick said the arrangement allows property owners to help fund improvements, noting the PBID members were voting among themselves to set the program budget and duration.
According to staff remarks, the next administrative step is for town staff to submit the adopted assessment to the county for inclusion on the property tax roll.
