The chair recognized Representative Wynne, vice chairman of the Rules Committee, to move that Senate Concurrent Resolution 1002 be found constitutional and in proper form. Tim Fleming, the committee’s rules attorney, told members, “We’ve reviewed this measure. We believe it’s constitutional and in proper form,” and offered to answer questions. No members asked questions.
The secretary called the roll. Representatives voting “aye” were Carbone, Veil Los Santos, Mattis, Montenegro, Wynne and Chairman Diaz; Representatives Contreras and Willoughby also recorded aye votes during the roll call. The committee recorded eight ayes and the chair announced the motion carried.
