The caucus reviewed Senate Bill 1537, which would require the director of the Department of Housing to adopt rules establishing minimum standards for licensure of transitional housing facilities serving people reentering the community.
Magali, staff member, said the bill "outlines and mandates that the director of the Department of Housing adopt rules to establish minimum standards and requirements for licensure of transitional housing facilities" and prohibits licensees from implying by advertising or directory listing that the license authorizes services of a higher degree of care than allowed by rule. Magali added the bill would prevent transferring or assigning a license and would make a license valid only for the premises occupied at the time it is issued; it also addresses fees, inspections and definitions.
Why it matters: the bill would create a licensure framework and standards for transitional housing that could change oversight, advertising and facility licensing practices for providers serving people reentering from incarceration.
No formal vote or funding discussion occurred in caucus; staff made themselves available for questions and returned to the agenda.
