Tillamook County OKs 9‑month extension to Pacific City transfer station conditional‑use permit

The Tillamook County Board of Commissioners on Wednesday approved a nine‑month extension to a conditional‑use permit for a Pacific City transfer station to allow completion of design and bidding for a recycling building and baler.

The extension request was presented as a non‑agenda item by Solid Waste Program Manager Justin Luis, who said the county needs more time to prepare a bid and begin construction. “We do have a bit of urgent signature for this planning application. We're just looking for a 9 month extension for the conditional use permit,” Luis said.

County staff told commissioners the extension will prevent the permit from lapsing this week and avoid roughly four months’ delay that would be incurred if the county let the application lapse and had to reenter the planning review process. According to Luis, the county is expanding capability at Pacific City to prepare for new recycling requirements under the state recycling law.

Commissioners had no additional questions; one commissioner moved approval and another seconded the motion. The board voted verbally in favor; the chair declared the motion carried and staff said they would relay the approval to the applicant.

The extension allows staff to submit a signed application before the permit deadline and continue planning work while bids are prepared. County staff also gave a brief update that bids had been received for an East Wall project in Manzanita and construction there is likely within the next month.

The approval was taken during the board’s regular meeting and recorded as a motion and carried by voice vote. The record does not show individual roll‑call votes.
