Routt County resident urges commissioners to send Yampa Valley RTA intergovernmental agreement to the ballot
Summary
At the start of public comment, Luke Phillips, a Routt County resident, urged commissioners to support the Yampa Valley Regional Transportation Authority intergovernmental agreement (IGA) and send it to voters this fall, saying regional transit would reduce car trips, expand labor access and ease parking congestion.

During the public‑comment portion of the meeting, Luke Phillips, identified himself as “a resident of Routt County and Steamboat,” and asked the county to support the Yampa Valley Regional Transportation Authority (RTA) formation. Phillips thanked the county and the RTA formation committee for progress toward a multi‑jurisdictional transit authority and urged Routt County to sign the intergovernmental agreement (IGA) and place the question on the ballot this fall so voters can choose a regional transit option.
Phillips argued a regional transit system would reduce single‑occupant vehicle trips, expand worker access to employers, reduce parking congestion and generally be fiscally responsible by getting more capacity from existing roads. He encouraged commissioners to partner with nearby towns (Yampa, Oak Creek, Hayden, Craig and Steamboat) and to hold partners such as ski areas to funding commitments described during formation committee discussions.
Commissioners thanked Phillips for his comment and noted they do not respond during public comment.
