The IGA obligates the county to pay the applicable special assessments or payment‑in‑lieu of taxes while the general improvement district retains debt and grants the Town of Hayden a 10‑year right of first refusal at market value should the county decide to sell. County counsel said the right‑of‑first‑refusal language was simplified from earlier drafts and is not tied to construction; the IGA and resolution were cleared for closing, with closing scheduled for the following day. The board authorized the chair to sign documents required to close the transaction.
Commissioners and staff noted the purchase supports airport operations and future land‑side needs; no objections were raised and the board approved both the IGA and the purchase resolution.
