The Routt County Board of County Commissioners voted Aug. 5 to approve a contract award to Sloop Enterprises Inc. for industrial painting at the Milner Wastewater Treatment Plant, authorizing the county manager to execute a Munis contract not to exceed $22,020.

Julie Kendi, the county purchasing agent, asked the board to approve the award and said the paint is a specialized product that will allow graffiti to be washed off and help the structure blend with its surroundings. "I'm here to request the board of county commissioners approve the award. The chair signed the notice of award and authorized the county manager to electronically approve the Munis contract to Sloop Enterprises Incorporated in the amount not to exceed $22,020," Kendi said on the record.

Kendi told the board staff solicited five quotes and initially expected the work to be below the department’s procurement threshold; bids returned higher than anticipated, prompting the formal construction contract and the board-level approval. Commissioners confirmed the contract covers Milner only for now; a separate project for Phippsburg is planned later if funding allows.

Commissioners and staff said the project is budgeted in the department’s capital bucket (construction/equipment paint) and that the original source of the funds is county infrastructure money, identified in discussion as ARPA-related. Staff said they would track whether a year-end supplemental budget is needed depending on savings across projects.

The motion to approve the award passed on a voice vote; the chair called for vocal assent and commissioners replied "Aye."
