The City of Pacific Planning and Zoning Commission voted 4-1 to recommend a map amendment rezoning a roughly 21.9-acre tract at 819 East Osage Street (St. Louis County parcel ID 30 Y 110056) from C-1 downtown commercial to M-2 heavy industrial.
Planning staff told the commission the property has housed industrial uses since the early 20th century and said the rezoning would correct what staff described as a historical zoning error. Commissioner Weimer moved to approve the map amendment; Commissioner Love seconded. Commissioners Summers, Love, Weimer and Chairman Brents voted yes; Commissioner Goodman voted no.
The recommendation stems from public-hearing item P&Z 2025-9, the commission chair said. Planning staff reported that industrial uses have been present on or near the parcel since the 1920s and that U.S. Silica has occupied the site since 1954. Staff said the parcel’s commercial zoning does not reflect the parcel’s long-standing industrial use and that M-2 zoning is a better fit for the property’s operations.
Some commissioners raised concerns that approving the rezoning could be perceived as allowing new industrial operations such as container storage, and they asked staff to review adjacent parcels for consistent zoning. One commissioner urged the commission to study nearby properties east of the parcel, including areas near Red Cedar and properties occupied by other industrial businesses, to determine whether zoning corrections should be made across a broader area.
Planning staff and commissioners agreed that changes to other sections of the city code could affect properties currently zoned commercial; staff advised that correcting the parcel’s zoning now could prevent future conflicts if the city’s commercial code is amended. The commission’s recommendation now goes to the Board of Aldermen for final consideration; the date of that meeting was not specified in the hearing.
