The City of Lee's Summit Public Works Committee voted unanimously Aug. 11 to advance an ordinance awarding the bid for Project No. 718, the Sidewalk Gap Program Phase 2, to Myers Construction and Landscaping LLC and to authorize the city manager to execute the agreement. The committee action will go to full council for final approval.
The contract covers construction to fill short segments of missing sidewalks—defined by staff as gaps between existing sidewalk ends—primarily within a quarter mile of schools and parks. Erin Raulovo, senior staff engineer in Public Works, said the program “intends to incrementally address the gaps in the sidewalk system throughout the city,” and that Phase 2 targets the tier‑1 priority areas set by council.
Raulovo told the committee that Phase 2 is not intended to add whole new sidewalks along streets that currently have none; instead, it focuses on missing links between existing sidewalks. She said the work is funded principally by the half‑cent 2017 capital improvement tax renewal approved by voters and by proceeds from an April 2023 no‑tax‑increase bond issue.
City staff opened the project for bids in July 2025. At the meeting, staff recommended awarding the contract to Myers Construction and Landscaping LLC as the lowest responsive bidder. The roll call on the committee motion recorded Chair Prior, Vice Chair Rader and Council Member Hodges voting aye.
The meeting transcript contains two different dollar figures for the award: the agenda text lists $279,567.50, while the motion as read aloud included $279,005.67. City staff did not resolve the discrepancy on the record during the committee meeting; the action forwarded to council will need to show the correct award amount in the ordinance and contract documentation.
Staff provided residents multiple ways to report sidewalk gaps: by phone to Public Works, via the LS Connect app on the city website, or by emailing publicworks@cityofLS.net. Raulovo said the app is useful because residents can attach photos with reports. The committee did not change scope or funding at the meeting; it advanced the ordinance to full council.
