Council authorizes chair to accept bids, award solar bond for transfer station array

The Bedford Town Council voted June 11 to authorize Council Chair Laurie Radke, or her designee, to accept a 2025 bond award on July 9 for financing the town’s solar array project at the closed landfill/transfer station on Chebbeck Road.
Town Manager Rick Sawyer and finance director Matt (last name not given) told the council the voters previously authorized bonding for the project. The current step is routine: the town’s financial advisor will solicit bids on July 9 and the authorized representative will accept and award the bid following review. Sawyer said the financing process is standard and that the town typically accepts the lowest-priced responsive bid.
Councilors asked about the town’s bond rating and about whether the original warrant article’s electric trash compactor remained included in this bond; Sawyer said Moody’s review is underway and the town’s interim/preliminary rating is strong (Moody’s "triple A" mentioned during questions), and that the trash compactor portion is not part of the current bond because the compactor project is not at the design stage.
Councilor Bill Carter moved the authorization and Councilor Michael Strand seconded; the council approved the motion 7-0. The motion directs the chair or designee to accept any award resulting from the July 9 bond bid process.
