The Bedford Town Council on July 16 approved a payment‑in‑lieu‑of‑taxes agreement with Dartmouth‑Hitchcock Clinic for property at 58 Hawthorne Drive (Lot 24‑1‑4). Town Manager Rick Sawyer told the council the clinic is recognized as a nonprofit corporation that could be exempt under state law, and the payment represents 50% of the total tax rate as the clinic agreed to make a voluntary payment in lieu of a full property tax exemption.
Sawyer said attorneys for both sides have approved the agreement and that it conforms to an earlier settlement between the town and Dartmouth‑Hitchcock arising from a prior matter. He described the term as an initial five‑year agreement with a five‑year extension.
Councilor Strand moved approval of the PILOT agreement; the motion was seconded and approved by voice vote.
Sawyer characterized the payment arrangement as an opportunity to accept revenues the town otherwise would not receive from a tax‑exempt nonprofit property. The council did not amend the agreement during the meeting.
