The Surprise Planning and Zoning Commission on Aug. 7 approved a conditional-use permit and site plan for a 1,708-square-foot Take 5 oil-change facility to be built on a 1.34-acre parcel at the southwest corner of Bell Road and Arizona State Route 303.
The commission’s approval, unanimous at 7-0, clears Case FS240582 for construction subject to the staff-recommended stipulations A through E. Planning staff said the project meets municipal standards on parking, landscaping and building materials, and that a neighborhood meeting held Nov. 26, 2024, drew no attendees.
Alex, planning staff, told the commission: “This project proposes a 1708 square foot oil change facility on a site that is 58,370 square feet.” He said the facility would include three service stalls and that, under Title 17 of the Surprise Municipal Code, the minimum for three stalls is six parking spaces; the proposal provides six regular spaces plus one ADA space for a total of seven. “All 7 of which abut the sidewalk at the front of the facility,” Alex said, describing pedestrian connectivity to the existing Bell Road sidewalk and to the QuikTrip across the access road.
Staff reported the property is zoned Villages at Surprise South Planned Area Development (PAD) and that surrounding zoning includes community commercial to the north and Villages at Surprise South PAD to the south and west. The applicant proposes earth-tone stucco and brick with varied roof lines to match nearby developments, and 54% on-site landscape coverage—well above the Title 17 minimum of 15%. Staff also said the plant palette complies with the Arizona Department of Water Resources’ low water-use recommendations and that all vehicle service would be performed inside the building as required by municipal code.
The public hearing for the item drew no speakers. After a brief staff presentation and no commissioner comments, a commissioner moved to approve the conditional-use permit with site plan subject to stipulations A through E; the motion passed 7-0.
Director A. Abrams told the commission that the next Planning and Zoning meeting appears likely to be Sept. 4, and staff will confirm by email.
