Shelby White, a peer support specialist and lead staff member for the Recovery Outreach Community Center (ROC), told the council during public comment that the center lost its facility because of an action by county corrections and must find a new space in Dallas.
White described ROC as a drop-in center that provides food, laundry, showers and peer support to people experiencing addiction, mental-health challenges and homelessness. She said peer-led support is central to the center’s model and that disruption during a facility transition risks breaking the continuity of care for vulnerable people who rely on the center.
White urged stakeholders to prioritize the needs of ROC peers during any move, to preserve the peer-support component of programming, and to design a future facility around those needs. She also called attention to basic services the center provides that can prevent deterioration of health and dignity among people without stable housing.
No council action on facility support was recorded during the meeting; White concluded public comment by identifying her address and thanking the council.
