Junction City Mayor Wells and the City Council on Tuesday approved three updated supplemental budget and appropriation-transfer resolutions to move money within existing city funds to cover personnel and materials-and-services needs.
City staff presented the measures as internal re-allocations to bring fund balance percentages and line-item appropriations into acceptable ranges for year-end. Director Crane, a city staff member presenting the first item, said, “the purpose of this supplemental budget and resolution is to increase materials and services and personal services budgeting to meet the current needs for this sanitation and finance department funds.”
The adopted changes increase appropriations in the sanitation fund by $45,100 and in the finance fund by $25,000, according to the materials attached to the package. Dorothy Green, the staff member presenting the second transfer, said the administration fund transfer will increase appropriations by $10,000, moving money into direct wages, software support and vehicle/equipment maintenance and drawing the money from the capital projects fund. A third transfer approved by the council shifts $22,000 from operating contingency in the non‑departmental fund into contract services and legal counsel in the public works administration/planning fund.
Councilors were offered three options for each item: approve as updated, direct staff to make changes, or take no action. Motions to approve each resolution were made and seconded on the record and each resolution “passed unanimously,” the mayor announced after roll call votes.
The published notice for the first action appeared in the Register Guard on June 18, an attachment included with the agenda. Council discussion on the items was brief and focused on confirming the updated resolution language and attachments.
The council did not create new programs or tax increases with these votes; the actions moved existing appropriations between accounts. Staff will reflect the transfers in the city’s finance records and the attachments to the agenda packet document the account-level moves.
