Council approves municipal water connection for 30754 Dutch Canyon Road outside city limits

The Scappoose City Council voted Aug. 4 to allow owners of the property at 30754 Dutch Canyon Road to connect to the city’s municipal water system, despite the parcel being outside city limits.

City Engineer Chris (surname provided in meeting) presented the application and recommended approval, saying the property sits below the water line and that the system can supply adequate pressure. He noted the request falls within the city’s eligible service area under the Scappoose Municipal Code and requires approval by a two-thirds council majority.

"There's not an issue [with pressure]," Chris told councilors, adding the system is pumped to about 130 psi and most customers install a pressure-reducing valve to bring service down to 80 psi.

Councilor Santiago moved to approve the connection request; Councilor Haugen seconded. The motion passed by voice vote; the mayor called for “aye” and councilors responded in the affirmative. Staff said there is no financial impact to the city beyond normal fees charged to applicants and that applicants must pay connection costs. City staff noted the city requires physically separating the municipal connection from the property’s existing well to prevent cross-connections; wells may remain for irrigation if physically separated.

The council directed staff to finalize conditions and permit requirements; no additional study or off-site mitigation was required based on the staff report.
