City approves after-the-fact emergency repair for failed 36-inch storm line at 575 South Watson

City staff requested and the council approved after-the-fact authorization for an emergency repair contract to address a collapsed 36-inch storm sewer near 575 South Watson Street. Staff presented that a rapid rain event in March caused a sinkhole that grew to the size of a two-car garage and endangered a nearby home. Public works staff said Knife River mobilized within an hour and used large rock to stabilize soil adjacent to the home; the contractor removed approximately 80 feet of corrugated metal pipe (CMP) and replaced it with PVC pipe. Because the contractor could mobilize immediately and the situation endangered a residence, staff recommended approval under the city's public contracting emergency rules. Staff asked the council to approve payment not to exceed $140,000 from the Water Quality Improvement Fund (Fund 29), emergency unplanned projects account. Council approved the after-the-fact emergency contract by voice vote with no opposition. Staff said the quick response averted potential collapse of the house and that Knife River's capacity to mobilize quickly was the reason the city awarded the emergency work without a prior formal bid.
