Coos Bay council adopts supplemental budget to carry over grants, reorganize parks funding

The Coos Bay City Council on July 1 adopted Resolution 2525, approving a supplemental budget for fiscal year 2025–26 that carries over several grants and moves the parks commission operating budget into a dedicated fund. The supplemental budget will allow the city to spend grants that arrived after the fiscal year end and to consolidate the Parks Commission’s operating and capital budgets so the commission can manage its programs in a single fund. City Manager Nicole said, “The resolution that's presented tonight does a couple of things. It, first of all, carries over a couple of grants, which we believed were going to be expended by June 30. However, they're coming into this next fiscal year, and we need to have appropriation authority in this year.” The grants include funds related to the homeless response office that staff said are expected to close out in the coming year. Staff told the council that historically the Parks Commission’s operations sat in the general fund while capital sat in the capital improvements fund; moving operations into a separate parks fund, staff said, will make the commission’s budgeting and tracking simpler. Nicole described the resolution as "a little busy" because it reassigns appropriations across multiple funds to create the new parks fund. The council opened a public hearing, heard no public comment and then moved to adopt Resolution 2525. A council member moved to adopt the resolution and a second was recorded; the council voted by voice and the resolution passed. Council members asked no substantive changes to the measure during the meeting. The supplemental budget will become the city’s amended appropriation authority for the identified grants and fund transfers through fiscal year 2025–26.
