The group noted that even with signs, full-season enforcement may be impractical and that seasonal or winter-infrastructure timing might be a better window to implement change.
Next steps: staff will confirm ODOT’s sign-permitting process, estimate costs for signage, and draft ordinance options or enforcement protocols for council consideration. The council did not adopt an ordinance at the work session; staff will return with options in the coming months.
