Jack, who has been working on fueling options, told the Harbor Commission he has discussed a card‑lock system with state and local contacts and is exploring a pump-and-card arrangement similar to retail gas stations. He described a Wayne/Reliance dispenser as a possible model and said he will visit Brookings to inspect an installed unit.
"This is a Wayne mechanical dispenser," Jack said. He and commissioners said the system could be configured to accept cards and PINs and to register gallons pumped and costs, but logistical issues remain, including piping to a pump and how billing would be handled.
Jack also described plans for a combined request for proposals (RFP) to solicit either bulk‑delivery pricing or proposals from vendors willing to lease and operate a fueling facility on harbor property. He told commissioners he would have the RFP published and distributed in the coming weeks and would use trade journals such as the Daily Journal of Commerce.
Separately, Kim alerted the commission that a marine fuel tax has been appearing on fuel supplier invoices and that tax inclusion would increase the retail price charged to harbor customers. Using the most recent delivery as an example, she said diesel that had been charged at roughly $5.21 per gallon would rise to about $5.25 per gallon when tax and recovery fees are included; unleaded would move from $5.58 to about $5.64 under the same calculation.
Commissioners asked staff to produce recent invoices and a short spreadsheet showing monthly fuel volumes and total costs so the commission can assess the fiscal impact and how new taxes should be reflected in harbor retail pricing. Jack said he will circulate his fueling notes and proposed RFP; Kim said the slip‑reassignment notices and other harbor communications will continue to be posted on the harbor web page.
No formal vote was taken; staff were directed to publish the RFP and to provide the commission a clearer accounting of how taxes and recoveries appear on supplier invoices and how fuel pricing should be adjusted for customers.
