Council ends Santa Fe Trail TIF; city to hold reserve to continue debt service

The Independence City Council on June 16 unanimously approved ordinance 25-038 to terminate the tax increment financing (TIF) designation for the Santa Fe Trail redevelopment area and authorized related actions.
City officials explained how TIF works and what termination means for taxing jurisdictions and remaining debt. "When a tax increment financing project is approved, whatever taxes are being generated at that site before the project starts are frozen at that moment in time," the City Manager explained, describing the "frozen" base and the incremental growth that is used to pay project debt. The City Manager said that when a TIF ends, increment begins to flow again to all taxing jurisdictions and that this TIF had been issued with the city's full faith and credit and still carries outstanding debt.
Because the project did not perform as anticipated, the City Manager said there remains debt even though the statutory authority has expired. Under prior council legislation, the city's incremental receipts will be placed into a reserve account the city will use to continue paying debt service, "so the good news is we will not require a general fund appropriation to satisfy" the debt, the City Manager said.
Madam City Clerk called the roll on ordinance 25-038. Vote record: all seven councilmembers voted yes. Ordinance 25-038 passed 7-0.
Discussion versus decision: the council's vote terminated the TIF (formal action). Staff explained statutory mechanics and the council authorized the transfer/administration approach for the city's incremental receipts to pay remaining debt (direction/implementation detail). The council did not vote to change debt terms or to appropriate general-fund dollars.
Next steps: the city will place its incremental receipts into a reserve account to be used over time to pay outstanding debt service; other taxing jurisdictions will receive incremental growth as described by staff.
