Independence receives multi‑project construction update for municipal commons, Justice Center and new fire stations

City staff and owner’s representatives updated the council on a portfolio of vertical construction projects: the Municipal Commons renovation, Justice Center Phase 1 (Independence Utility Center renovation for police), and new fire stations and a training center.

Deputy City Manager Lisa Reynolds introduced Rad Wei and Danny Jonas of Project Advocates, who gave the program and schedule status for six projects. "The Municipal Commons Building renovation is currently under construction," they said. Project Advocates reported the Municipal Commons has a total budget of $21,500,000 and is scheduled for staged move‑ins beginning in October with final completion targeted by mid‑December.

Justice Center Phase 1 — the renovation of the Independence Utility Center (IUC) to create police department space — carries a $5,000,000 budget. Project Advocates said pre‑construction was underway, a guaranteed maximum price agreement (GMP) with McCownGordon had been approved previously, and construction was expected to start in August with completion and move‑in activities planned for February–March of the following year.

Design and budgeting for the Justice Center campus (Phase 2) remain in schematic design, with architects finishing schematic work and the construction manager producing budgets in early September. The campus design groups the IUC renovation, an expanded police and courts complex, and a police operations/training complex that includes a K‑9 facility, motor vehicle operations, SWAT/tech bays and a firing range.

Fire projects: Fire Station 8 and the training center were reported with a combined budget of $21,400,000 (of a $50,000,000 total budget for three fire stations and a training center). Construction documents were in progress with WSKF Architects, permitting and bidding planned in the fall, and construction expected to start in February 2026 with about a one‑year construction duration. Fire Station 5 (conceptual design complete) has an estimated budget of $13,300,000; Fire Station 11 was estimated at $15,300,000.

Staff clarified financing notes: the Municipal Commons renovation costs are covered by a bond previously authorized by the city. The IUC renovation requires the city to acquire the building from the utility — staff said valuation and purchase terms are in progress. Councilmembers asked for clarity on staging and communications for staff moves; staff and project representatives outlined a phased move plan and active communications with impacted departments.

Council discussion touched on inflation and cost‑control: staff noted recent construction inflation is increasing project costs and argued staged moves would avoid additional expense. No formal action or new appropriations were taken at the meeting.
