CDA spells out required registrations and documents for CDBG applicants

City of St. Louis Community Development Administration staff reviewed the registrations and organizational documents required for nonprofits and municipal applicants to be eligible for FY2026 CDBG funding.
Colleen Pollock, grants manager, told attendees that applications must demonstrate eligibility and capacity and should include registrations and records such as an active SAM.gov/UEI, an EIN, IRS documentation (501(c)(3) determination letter where applicable and most recent Form 990 or an approved extension), and a current certificate of good standing from the Missouri Secretary of State. She said SAM.gov registration is free and urged applicants to confirm their registration early because federal registrations can take time to process.
Golve (Golve Fethi), a CDA program manager, added that applicants must provide E-Verify registration, a city CBI (Central Business Index) clearance and proof of insurance and bonding for the contract period. CDA requires a dishonesty/theft bond (honesty bond) with a minimum limit of $25,000 per occurrence; the training specified that general liability, automobile liability and workers’ compensation coverage will also be required at contracting.
Pollock emphasized common application mistakes: failing to follow instructions, leaving questions unanswered, omitting required uploads, and not resolving SAM.gov issues before submission. "If the activity you propose, it might be a great program, but if it does not meet 1 of our national objectives, it cannot be funded," Pollock said, urging applicants to align narratives with HUD national objectives and CDA priorities.
The training also covered organizational documentation needed before contracting if funded: state tax-exempt letter, corporate seal/certificate of incorporation and articles, board bylaws, a current board list with job titles and employer information, and signed conflict-of-interest forms for board members and staff involved in administering the award. New applicants must supply a letter of recommendation from a prior funder.
CDA said all of these requirements and templates are listed in the RFP and that written answers to submitted questions will be posted on the CDA CDBG 2026 webpage so all applicants can see clarifications.
