St. Louis CDA sets Sept. 5 deadline, requires Salesforce submission for FY2026 CDBG RFP

The Community Development Administration (CDA) for the City of St. Louis announced that proposals for the FY2026 Community Development Block Grant (CDBG) must be submitted online by 4 p.m. Central on Friday, Sept. 5, 2025, and that late applications will not be accepted.
At a virtual capacity-building training on Aug. 15, 2025, Ben (grant administrator, CDA) told attendees the RFP is available for download from the CDA website and that all proposals must be filed through the CDA Salesforce portal. "No late applications will be accepted," he said, urging applicants to allow time to complete the online submission.
The training explained two question deadlines: substantive questions about the proposal, required documents and scoring must be submitted by 4 p.m. on Aug. 22, 2025, to CDBG@SaintLouis-MO.gov; technical questions about Salesforce may be submitted until noon on Sept. 1, 2025. CDA staff will post written answers and a compiled FAQ on the CDA website so that all prospective applicants have the same information.
CDA staff also reviewed the city’s standard funding cycle and contract period. The typical contract performance year runs Jan. 1 through Dec. 31; CDA noted contracts for this cycle conclude in 2026. Staff emphasized that certain project types — notably public-improvement construction — cannot begin before federal compliance steps are completed and that CDA must clear environmental reviews and other pre-construction approvals before work starts.
CDA’s public information officer, Tom Nagle, and other panelists reminded attendees that the recorded training and slide deck are posted on the CDA CDBG 2026 web page, and that the webpage includes maps of Neighborhood Revitalization Strategy Areas (NRSAs) and other RFP resources. CDA said FAQs and the recording will be retained on the main RFP page for fairness and transparency.
For technical submission, the training repeated the Salesforce URL shown during the webinar (cdagrants.stlouis-mo.gov) and advised applicants to confirm their registration and plan submissions well before the 4 p.m. deadline to avoid disqualification.
