Tupelo council approves final FY2025 budget amendment, reallocates capital funds

The Tupelo City Council on Aug. 5 approved the city’s final amendment to its fiscal‑year 2025 budget, authorizing transfers and line‑item changes across the general, capital and proprietary funds.
Finance staff explained the amendment as the last allowable adjustment in the July–September amendment window. Kim (city finance staff) told the council the amendment would reallocate existing funds rather than add new revenues, and listed the largest adjustments: an increase in the general fund of $638,002.79 for various departments; a transfer of $404,785 to the capital fund; and a capital‑fund amendment of $1,488,515 for projects that had previously been moved to the capital fund but not yet allocated.
Proprietary fund adjustments included an increase of $95,000 in the water and sewer fund, $1,100,000 in the electric fund, and $55,000 in the sanitation fund to cover price increases on commercial accounts and to ensure operations through Sept. 30. The Coliseum operating fund was amended by $375,000 to cover personnel, supplies and services; staff said projected revenues in the Coliseum fund offset the increase.
The council moved and unanimously approved the amendment. No council member recorded opposition on the motion.
City staff characterized the amendment as administrative and a final step to close out FY2025 accounts; they said the changes reflect previously collected or budgeted funds moved into specific projects and accounts.
