Council authorizes soil and groundwater sampling for West Meridian trunk line realignment

The Meridian City Council on Aug. 1 approved a contract with PPM Consultants for soil and groundwater sampling at a rail spur on Tommy Webb Drive, work city engineers said is required for a planned sewer trunk-line realignment.
Jason Gault of Kinley-Horn and Associates told the council the sampling relates to a project to rehabilitate and realign about 4,000 feet of the West Meridian trunk line. The affected site includes an old rail spur that was connected to a creosote plant; because of that historical use the area is part of an environmental trust review and testing is required before construction.
Gault said the city initially considered making the contractor responsible for environmental testing but elected to perform the testing in advance to reduce contractor risk and likely lower future construction costs. The council approved the contract to proceed with sampling.
Staff said the testing will allow the project to move forward on schedule and reduce uncertainty for bidders on the rehabilitation project. The council’s vote accepted the contract and authorized staff to coordinate the work and integrate the findings into bidding and construction planning.
