The Severance Town Council approved Aug. 12 an intergovernmental agreement (IGA) that reserves 20% of the town's new digital sign on Harmony Road for use by the Clearview Library District in exchange for a five‑year, $7,500 payment.
Staff said the IGA had been negotiated with multiple potential partners; the Clearview Library Board has approved the agreement and will deliver the payment if council ratifies the IGA. The fire district declined to participate. Town staff emphasized that the town retains full control over sign content and scheduling and can use unused space for municipal messages.
Planning staff said the agreement describes the sign location (digital sign along Harmony Road, north of Town Hall), the term (five years) and the contribution amount; staff noted all content must pass town review prior to posting. Council approved the resolution by roll call. Clearview’s contribution will be processed pending final signatures and funds transfer.
Councilmembers described the shared sign as a community resource that supports civic partners and noted the municipality would control overall use and schedule.
