Business Administration outlines community relations, IT and economic development work; district touts transparency efforts

PUEBLO WEST, Colo. — The district’s Business Administration director presented an overview Aug. 13 of community relations, economic development and information technology activities, telling the board about new outreach products, an alert service and efforts to better match prospective developers to district infrastructure.
Matt Lund said the department’s community relations work includes targeted education campaigns (for example, ATV safety), direct‑mail newsletters, an alert center for emergency and service notices, and a new video series that explains district functions. He said the goal is “a well informed citizenry” and to provide evergreen resources the public can reference.
On economic development, Lund said staff are focusing on early identification of infrastructure needs and ‘‘build‑out’’ planning for parcels the district manages so prospective buyers understand site constraints and costs up front. He said staff recently closed a transaction tied to water rights alignment and that the district is developing internal inventories and zone‑based strategies for future offers.
On IT, Lund highlighted improvements to the district’s streaming and hybrid meeting infrastructure, network management and cybersecurity work. He said staff found a lower‑cost solution to improve site connectivity that avoided a large infrastructure expense.
No board action was requested; directors praised the outreach and asked for a future presentation on build‑out plans and on committee work that affects home‑occupation rules. Staff said they will schedule follow‑up presentations.
