Council approves Gulf Breeze grounds-maintenance contract after debate over neighborhood coverage

The Gulfport City Council voted to approve a grounds-maintenance contract with Gulf Breeze after an extended discussion about how contractor work is distributed across city wards. The motion passed with no recorded opposition.
Council members and residents said they want a review of how service areas were selected and asked that all wards be represented when contracts are renewed or budgets allocated. “We just, thank you for your time. We gotta get we gotta get these contracts even,” Councilmember Buckner said during public discussion.
Councilmember Hines and other members pressed for a review tied to the budget process, saying the council should revisit allocations and selection criteria. Hines said she plans to place the issue as “a number one item in budget” so all wards are represented.
Leisure services staff described how areas were historically assigned to contractors, saying decisions often came from past administrations or the mayor’s office and that some specialized medians and parks have been contracted out for several years. A staff member said Gulf Breeze has been a contractor on city landscaping contracts “for at least 5 years.”
Residents and council members also urged that higher-maintenance corridors and visible gateways receive regular service, and asked for a process by which each councilmember can nominate specific streets or areas for consideration. The council president suggested each member submit their prioritized roads so engineering and leisure services can determine road classifications and propose equitable coverage.
The council approved the resolution to award the grounds-maintenance contract to Gulf Breeze and separately approved a similar contract with another contractor. Councilmembers said they will use the upcoming budget process to revisit contractor scopes, frequencies, and geographic distribution of maintenance work.
The council did not adopt an immediate reallocation; members directed staff and the administration to review the contract footprints as part of the budget discussion.
