The Fairbanks North Star Borough Assembly on Aug. 14 approved a three-year contract renewal with Morgan Partnership LLC to provide lobbying services to the state legislature, starting Sept. 1, 2025.
Assemblymember Mindy O'Neil presented the staff report, saying the contract covers lobbying services for the 2025–28 period with an option for a one‑year extension. The contract amount is $100,000 annually; O'Neil said the terms are the same as in earlier contracts.
During debate Assemblymember Wilson questioned the contract's insurance requirement, noting the commercial general liability minimum of $1,000,000 and asking why the borough requires that level. O'Neil and staff replied that the coverage level is set by the borough's risk management office and is standard for contracts of this size. Assemblymember Guttenberg noted the renewed contract removes a clause that had allowed assignment of responsibilities to a separate firm called the Anderson group.
The motion to approve the contract was made by Assemblymember Guttenberg and seconded by Assemblymember Lojinis; the Assembly approved the contract by a 5-2 roll-call vote, with Assemblymembers Wilson and Kress voting no. The contract period in the staff report runs Sept. 1, 2025, through Aug. 31, 2028, with an optional one‑year extension to be approved by the Assembly if exercised.
