The Fairbanks North Star Borough hearing officer on July 17, 2025 approved SD 021-25, a request by 3 Tier Alaska on behalf of Scott Martin, to realign a common lot line and create two lots of 2.61 acres and 6.33 acres on North Becker Ridge Road. Zach Lee, community planning staff, presented the staff report and recommended approval with four conditions.
Staff said the application qualifies as a quick plat because it involves the movement or elimination of lot lines without increasing the number of lots. Staff cited plat numbers 66-887 and 90-295 as the legal plats for applicability, and noted that condition number 2 (plat note number 4) would be amended to remove reference to Jackhammer Road.
At the hearing the transportation planner's comments were discussed; the planner had noted there were "no road plan connections," while the applicant and others believed a road plan connection exists but is shown as a "future study area." The hearing officer added one finding of fact to the staff report stating: "There is a shown road plan connection on this parcel, but not required to dedicate as part of this replat process and is shown as a future study area." The officer approved the replat, adopting the staff report and findings of fact A through D. The decision is appealable in writing to the borough clerk within 10 working days, and a final plat must be submitted by a registered land surveyor within 24 months or preliminary approval becomes void.
No members of the public signed up to testify. The applicant, Nathan Kaihui of 3 Tier Alaska, had no additional comments at the hearing.
