GREELEY, Colo. — The City Council on Tuesday adopted an amended ordinance finalizing cost and property inclusion for Local Improvement District No. 346590 (Westgate), setting the LID assessment at $6,166.65 per acre for undeveloped parcels that will connect to the non-potable irrigation system.
Staff presentation: Water and Sewer Director Sean Chambers explained the LID covers a 417.2-acre pump-station service area, of which roughly 231 acres are undeveloped land included in the LID. Chambers said the calculation is based on raw acreage and that developed acreage (approximately 185 acres) was accounted for in the Water and Sewer non-potable expansion budget; the undeveloped parcels will pay the one-time LID fee when they plat or request connection.
Key points: The LID assessment is applied to undeveloped parcels with more than 2 acres of irrigated area; parcels below that threshold are not required to connect or pay the fee. Chambers noted a typographical error in Exhibit A of a prior publication was corrected before the packet was published.
Action: Councilor Butler moved to adopt the amended ordinance and publish in full; Councilor Debuti seconded. The council approved the ordinance by roll-call vote 6-0.
Next steps: The fee will be due at the time of final plat for subdivisions with greater than two irrigated acres, or at a landowner’s request for connection to the system. Staff said the LID provides a mechanism to reimburse the city as undeveloped parcels connect to the nonpot system.
