Columbia County Public Works asked commissioners Wednesday to amend contract C55-2023 so that the county's digital imaging (street-view) photographic service would include 2025 and 2027, extending a program that ran previously in 2018, 2021 and 2023.
Grant DeYoung, assistant director of public works, said the service — provided by Capital Asset and Pavement Services — drives county roads in both directions, takes successive indexed photographs and provides access through a proprietary "streetpix" viewer used for planning, permitting and inspection. DeYoung said the county has used the service in prior years and that continuing it will provide a multi-year photographic record useful for tracking road condition changes.
DeYoung said the vendor proposed to perform the 2025 service for $36,500 and the 2027 service for $38,700. He summarized that the original 2023 digital imaging cost $33,900 and that the requested amendment would add $75,200 to cover the two additional years. He noted the original contract allowed cancellation if funds were unavailable.
Commissioners asked whether the imagery could be integrated into the county's GIS and whether the proprietary platform is accessible beyond Public Works. DeYoung said the imagery is geospatial and that staff would consult GIS to determine integration options; he said the current platform is proprietary and primarily used within public works departments across the state.
The board approved a motion to post Amendment 1 to contract C55-2023 with Capital Asset and Pavement Services Inc. for digital imaging services in the amount of $75,200 and directed staff to place the amendment on a future consent agenda for final approval.
DeYoung said staff will coordinate with GIS and other internal stakeholders to determine data access and integration options.
