Bullitt County Board of Education facilities staff on July 28 told the board work is progressing at multiple school construction sites and outlined several pending change orders and a recommended commissioning contract.
District staff said the North Bullitt Physical Science Center, ballpark/fieldhouse work and the new parking at Bullitt Central are moving toward closeout, and that some change orders reflect material substitutions, site grading and additional framing identified during construction. The presenter said the parking project at Bullitt Central will add about 140 spaces to help campus circulation and relieve pressure on Highway 44.
Why it matters: the changes affect budgets, construction timelines and when new facilities and lots will be available for students and staff. Several change orders also tie into the district's contract closeout process, which must be completed before finance can finalize contract payments.
Most important details
- Staff said one package of adjustments produced a contractor credit of $4,200 but, after other allowances were added, another change order reflected a net change of about $52,000 for audio and life-safety work (presenter language). After consolidating material DPOs and contract adjustments for multiple items, staff reported a net credit of $14,000 that was applied to the fieldhouse contract. Staff characterized that net credit as part of routine closeout accounting rather than a new appropriation.
- The Bullitt Central parking project was described as the largest single change in the packet because of asphalt, lighting and storm grading work needed to create roughly 140 new spaces and a revised traffic loop; staff said the intent is to allow partial use by the first day of school even if final surfacing is not complete.
- Staff recommended CMTA for HVAC and lighting commissioning services, stating it submitted the lowest fee of three solicitations; one proposer was about $30,000 higher and a third did not respond. The presenter said about $200,000 had been budgeted across projects for commissioning and that the recommended fee is within that budget.
- Work at Bullitt East High School and the two other physical science centers was described as "dried in" and progressing toward interior fit-out; staff said lockers are being installed and final punch lists will follow to allow finance to close the baseball/softball contract after remaining items are complete.
Discussion and next steps
- Board members asked whether the new parking would be usable by the first day of school; staff said they expect at minimum a compacted gravel base and possibly asphalt in time for students to use the lot for drop-off and pick-up.
- Staff said the significant ductwork/steel support change discovered in shop drawings for the second-floor slab was a lesson learned during design and should not reoccur on later physical science centers.
- No motion to approve additional spending on the change orders was recorded at the meeting; staff described these items as cleanup and contract-closeout work and said they will bring finalized change orders and BG Force (contract closeout) items to future board meetings for signature and finance reconciliation.
Quotation from the meeting
"We're gonna be starting to close that one out," the facilities presenter said when describing final punch-list work on the baseball/softball and fieldhouse contracts.
What remains pending
- Final change-order reconciliation and BG Force documents for several contracts before finance closeout.
- Commissioning contract paperwork for CMTA and the formal procurement record.
