Board to proceed with two-day governance retreat; contract for multi-year training to be placed on future agenda

Board members on July 28 discussed a student-outcomes-focused governance training series with the Council of the Great City Schools and whether the district needs a formal contract before the planned two-day session. Board Member Amanda Ferguson summarized the training's history: an initial two-day session took place in September 2023 after a 5-0 board vote in April 2023 to proceed; subsequent follow-up sessions were paused after a board resignation and later reintroduced during member onboarding.

Ferguson and other board members said the board had reached consensus on holding a two-day retreat July 31–Aug. 1 and asked whether the two-day session required a service agreement. School staff and the board's presenters said the two-day session itself "falls within the scope of the services" the Council provides and can proceed without the two-year contract being approved first. One district official summarized previously reported cost estimates: if all five elected board members and the superintendent participate in a full two-year series, the discounted cost discussed in reporting would be $45,000 per year (total $90,000); if the full group does not participate, the cost reported was higher, cited as $100,000 per year (total $200,000). That figure was described in the meeting as reporting from a newspaper article and tied to a prior meeting comment seeking to incentivize full participation.

Board Member Amanda Ferguson and others pressed for clarity about why the two-year service agreement had not previously been placed on the board agenda and asked for documentation; staff said a service agreement had been discussed, had been placed on hold after a resignation and "inadvertently did not get added back to the board agenda." Staff said they would place the contract on next month's planning meeting agenda for discussion and, if appropriate, on an action meeting for a vote after the two-day session.

Board members also raised concerns about public reports that a one-person absence would increase the cost dramatically; staff responded that the two-day session itself does not impose a new financial penalty and that the larger figures discussed in media referenced the potential cost of a two-year commitment with or without full participation. The board did not take a formal vote on the contract during the July 28 meeting. Board members and staff said the two-day retreat is intended as an opportunity for the governance team to meet and decide whether to commit to a longer training cadence.
