Millis said staff removed proposed changes related to roll curbs after the work session showed the roll-curb proposals generated substantial public comment; those roll-curb amendments will be subject to additional public outreach and future council discussion. Millis also said the current code already allows roll curbs in certain specific locations (for example, townhomes with lot widths under 40 feet) and that staff will return to council with further outreach results.
Procedure and timing: Council read the ordinance by title and scheduled final consideration and adoption for April 16. The resolution declaring the document a public record was also read; staff said the final ordinance would adopt the referenced 2024 amendments by reference and include standard severability and clerical correction language.
Why it matters: Title 13 governs street, sidewalk, drainage and utility construction standards; the amendments affect developers, engineers and future projects and could change street and sidewalk detail standards after the outreach on roll curbs is complete.
