Committee approves Tyler Technologies e‑citation contract and multijurisdictional IGA

The McLean County Justice Committee approved a software services agreement with Tyler Technologies and an intergovernmental agreement with the city of Bloomington, the town of Normal and Illinois State University to implement electronic citations.

“...the court is moving to a paperless court with this new case management system. And the goal is to have tickets come in paperless,” said Mr. Eberhardt, the circuit clerk, describing the objective during the committee meeting. The county will use a citation fee special fund — not the general fund — to pay for the interface and support work, county staff said.

Under the Tyler agreement, the vendor will create interfaces so electronic citations created by local police agencies — identified in the packet as Normal Police Department, Bloomington Police Department and Illinois State University Police Department — can transmit citations directly to the court system. The intergovernmental agreement lays out responsibilities and funding expectations among the county, the two municipalities and the university for that interface.

Two related motions were approved: one to accept the Tyler Technologies software services agreement (motion by Member Burns; second by Member Hanson) and one to approve the intergovernmental agreement with Bloomington, Normal and Illinois State University (motion by Member Roseman; second by Member Hanson). The chair announced the ayes had it; no individual roll‑call tallies were recorded in the minutes.

Committee discussion did not request additional study or require a closed session. Staff said the citation fee fund will cover the work and that the interfaces will allow citations to be transmitted electronically into the county’s case‑management system.
