Justice Committee approves technology agreements, grants and a sheriff's emergency appropriation

The committee approved a software services agreement with Tyler Technologies related to e‑filing and e‑citation systems; the item was brought by the circuit clerk, who manages e‑filing agreements with the vendor and has long used automation funding for court technology. The committee also approved an intergovernmental agreement among McLean County, the City of Bloomington, the Town of Normal and Illinois State University to implement e‑citations.
The county accepted a National Integrated Ballistics Information Network grant program award and Evidence IQ services grant to support ballistic evidence processing and database services, and the committee approved a violent crime victims assistance program grant (Grant 26‑1070) to support victims' services.
The committee also approved an emergency appropriation ordinance amending the McLean County fiscal year 2025 combined annual appropriation budget for the sheriff’s department (fund 0001, department 0029). The ordinance was presented and approved by voice vote; the packet describes the action as an emergency appropriation to address specific sheriff department needs.
