McLean County approves EMDR training and other Behavioral Health contracts to expand local services

The McLean County Executive Committee approved a set of Behavioral Health Department contracts on Aug. 11 intended to expand professional capacity and community outreach.
The committee approved a contract with Scaling Up LLC to provide EMDR (eye movement desensitization and reprocessing) training for up to 100 local providers, with a hybrid delivery model (50 in person and 50 virtual). Samantha Harrell, speaking for the Behavioral Health Coordinating Department, said Scaling Up held the highest score in the RFP evaluation, offered flexible delivery and had the relevant EMDRIA accreditation. Harrell described the training as intensive: "They'll receive … a total of 51.2 hours of training to be able to provide this specific type of therapy," and said the department would begin marketing the course following county‑board signature of the contract. Member Klein asked whether trainees would be community providers rather than county staff; Harrell confirmed the training is open to community providers.
The committee also approved an addendum to an advertising agreement with the Pantagraph. Harrell said one product included in the original contract had been discontinued and the funds were reallocated to pay‑per‑click and YouTube campaigns that start in August.
An amended contract with Illinois State University for the eighth annual Behavioral Health Forum was approved to reflect a small venue price increase tied to ISU’s new fiscal year; Harrell said the change amounted to roughly $34 and was already within previous budgeting assumptions. Member Klein announced a recusal from that vote due to ISU employment.
Finally, the committee approved a rental agreement with the YWCA for one Behavioral Health Action Plan workshop; Harrell said there will be four workshops total, hosted at the Bloomington Public Library, Westminster Village, Mount Pisgah and the YWCA, and that only the YWCA charge required a contract (about $90).
Harrell said the EMDR training is funded from money budgeted for 2025 and that the funding had been included in prior processes. All four items passed on voice votes recorded in the meeting packet.
