The Glynn County Mainland Planning Commission voted 5-0 to recommend approval of a zoning change at 3804 Whitlock Street and to approve an accompanying conditional use permit for outdoor storage and a site plan for a new metal storage building. Commissioner Daryl Dawson recused himself from these items because of his role as agent.
Christopher Carey, senior planner, told the commission the request is largely to adjust setbacks: the property is currently zoned General Industrial (GI) with 50-foot front setbacks; the proposed Limited Industrial zoning would allow smaller setbacks (25 feet) and is generally a down‑zone in intensity. Carey said many existing structures date to the 1980s and the amendment would bring the property into alignment with a new building permit for an additional metal storage building on the site.
Carey summarized the planning analysis and said the proposed site plan adds a roughly 2,300-square-foot metal storage building and that a companion conditional use permit is necessary for outdoor storage that some tenants currently use. Agent Daryl Dawson said the new structure will be used for storage only and “simply storage.”
Why it matters: The change narrows required setbacks and allows the owner to site a building closer to property lines while preserving industrial use; staff said the request aligns with county infill and property‑maintenance objectives.
Details and conditions Staff described the proposal as infill within an existing industrial area, noting surrounding uses include manufacturing and rail access. The site plan shows outdoor storage area and a small new metal building placed inside an existing fenced parcel. Carey recommended approval of both the rezoning and the conditional use permit with standard conditions; the commission voted 5-0 to approve the rezoning and to approve the CUP and site plan. Dawson recused himself from the vote.
Evidence and provenance: Carey presented the rezoning and site plan during the Aug. 11 hearing; there were no public speakers in opposition or in favor. The commission’s recommendation will be forwarded to the Board of Commissioners as appropriate for final administrative steps.
