The revised guidelines also allow applicants to use up to 10% of the award for overhead expenses such as taxes and administration fees; staff said the change responds to prior issues where artists faced unexpected taxable reporting and administrative burdens. Staff said the application’s project-selection section will no longer present a numeric scorecard; instead evaluation areas will be listed for reviewers and applicants. Staff will include a sample budget in application materials to help applicants interpret the 10% overhead allowance and will continue to explore fiscal-agent options for artists with nonprofit partners to reduce tax burdens. A motion to approve the highlighted modifications passed by voice vote with no recorded objections.
