St. Charles committee rejects recommendation to approve IMEA power sales contract for 2035 start

The Special Government Services Committee of the City of Saint Charles voted 8-1 Monday against a recommendation to approve a power sales contract between the Illinois Municipal Electric Agency (IMEA) and the city for the delivery period commencing Oct. 1, 2035.
Committee members moved directly to the agenda item and the motion to approve the contract was made by Besner and seconded by Gem; the motion failed on a roll-call vote with one member voting yes and eight voting no. No public comments were offered on the item during the public comment portion of the meeting.
The vote followed presentations and meetings that committee members said included IMEA representatives, consultant Sean Kessler, city staff and members of the public. Several committee members expressed appreciation for staff work, the consultant’s analysis and resident engagement during the debate, and said their votes did not reflect on staff performance. Committee members also said the decision was made after careful consideration and that the question of joining or contracting with IMEA could return for future consideration.
Members noted that the outcome does not permanently close the door to IMEA and described the result as a pause that provides extra time to gather information. One committee member noted the council has an opportunity to frame broader energy and sustainability goals, saying the city currently lacks an explicit sustainability plan and that the IMEA matter creates an opening to develop one.
The committee adjourned after receiving no additional items from staff and after a brief exchange of thanks to staff and community members who participated in the process.
