Rich County commissioners reviewed three bids for paving a 750-foot section of Swan Creek Road and approved a recommendation to accept TopJob Asphalt’s low bid of $41,299 for Road 2150 North.
Brandon Rowe, department supervisor, presented the bids and confirmed the scope: paving 750 feet at an 18-foot width with a 4-inch (final) thickness (the estimate discussion referenced 5 inches in one spot but the paving scope presented to the commission was an overlay / paving-only job with no prep work). Brandon said the three bids were “apples to apples” and that all firms had relevant local experience. Commissioners noted a desire to use local contractors when feasible but accepted that TopJob’s bid was substantially lower than a local alternative. The motion to accept TopJob Asphalt’s $41,299 bid was moved and seconded and carried unanimously.
Staff noted the contract contains a tonnage cap (a speaker referred to “not to exceed 333 tons”) and that other utility work (valve extensions, rings) will be done separately by the sewer district or city. Commissioners asked staff to confirm timelines; bidders indicated they could complete the work within the next month with a target around mid-September.
No protest or contract award appeal was raised during the meeting. Commissioners approved the low bid and directed staff to finalize contracting details and scheduling with TopJob Asphalt.
