County approves guaranteed energy‑savings contract with Trane to update lighting, HVAC and controls

The Board approved a countywide energy‑savings and operational‑savings project with Trane, a performance‑contract partner that guaranteed energy and operational savings for upgrades to lighting, HVAC, water fixtures and building controls. County staff and Trane said the project will produce more than $200,000 a year in guaranteed energy savings and additional life‑cycle operational savings.
Sean Donahue, general services director, and Steve Corson of Trane summarized a multi‑year evaluation across more than 65 county facilities. The project scope includes interior and exterior LED lighting upgrades, domestic‑water‑fixture conservation work in selected facilities, HVAC plant and chiller‑plant integration at the public‑safety complex, chilled‑water upgrades at Cummings Library, analytic upgrades to energy‑management systems and installation of a second generator at the jail chiller plant.
Trane performed an investment‑grade audit and will guarantee savings. The project is designed to be cash‑flow positive over a 15‑year term. Jay Glover of PFM, the county’s financial adviser, said the recommended financing vehicle is a 15‑year tax‑exempt master lease with Bank of America Public Capital Corp. Bank of America offered a locked interest rate of 4.047% through an August 22 closing date; the lease is prepayable (a 2% premium during the first eight years, then par).
The county’s finance director explained the project is budget‑neutral: staff will use planned facility replacement (FARBs) funds plus guaranteed savings to pay debt service. County staff said previous energy projects have delivered substantial savings for Martin County and that this project builds on that program.
Commissioners questioned project precedent, financing structure and whether other local governments use similar guaranteed‑savings contracts; staff and Trane confirmed other Florida counties had used the model and that earlier county projects produced savings.
Ending: The board voted unanimously to approve the guaranteed‑savings contract, financing structure and associated documents and directed staff to execute implementation steps with Bank of America and Trane.
